Drew Street/Milton Street - Brixham Traffic Action Zone

The Council’s Local Transport Plan 2006 - 2011 identified the Drew Street/Milton Street Traffic Action Zone in the capital programme for the financial year 2010/11.
As part of the Integrated Transport Allocation, money was allocated in 2010/2011, to enable works to be carried out within the Drew Street / Milton Street area of Higher Brixham (‘Cow Town’) under the heading of Traffic Action Zone (TAZ).
These works targeted improvements in:
Sustrans, the UK’s leading sustainable transport charity, have match funded this project to the value of £125,000, with monies from their ’Links to Schools/Communities’ grant.
By partnering with Sustrans, who provided an urban designer to work on the scheme and be involved in consulting with the key stake holders, the Council hope to deliver the Drew Street/Milton Street TAZ using a range of innovative ideas and treatments.
The objective of the Sustrans project was to enable communities to become involved with the redesign of their streets to reduce vehicle speeds, return the St Mary’s Square area to residents as a community focal point and provide safer / better access to the schools and elderly facilities within the TAZ.
Sustrans and Torbay Council have worked together with communities to develop high quality, but low cost capital and revenue solutions to problems they face on their streets, seeking to demonstrate the effectiveness of affordable ‘Home Zone’ type interventions on traffic in existing residential streets.
In May a questionnaire was sent out to approximately 1,950 properties located within the TAZ, actively seeking residents views on highways safety, traffic calming, signing, lining, landscaping, parking, pedestrian safety, cycling and links to public transport.
The results of this survey were used to enable us to resolve and prioritise any problems that were identified within the zone, we then displayed our proposals at a Community Consultation Day, which took place in mid-August.

March 2011 Update

Officers from Street Scene Services and Sustrans have been in regular contact with both Brixham Town Council and the Brixham Community Partnership during both the consultation and design periods. Their comments and feedback were actively encouraged during this process and taken into consideration during the final design stages, especially with regard to the colours of the chosen materials and the style / type of street furniture.
From the responses received, amendments were made to create the final plans which were presented to, and approved by, the Transportation Working Party on 29 October 2010.
Subsequently, all the relevant alterations to the existing Traffic Regulations were advertised both on site and in the local media over the period 26 November - 17 December 2010.
All of the proposed works have now been undertaken or ordered (as detailed below) with the exception of St Marys Square.
