This Brief sets out key planning considerations that apply to Paignton town centre regeneration opportunities identified in the Mayor’s Vision. It seeks to achieve regeneration of key Paignton town centre sites with well designed mixed use developments that will lift the character and fabric of the area, and boost prosperity for the Bay Family. It will help create a vibrant town with better opportunities for work and play
The vitality and viability of Paignton has been identified as being vulnerable to out of town retail, and has suffered as a result of the recession. The town has areas of severe deprivation, low wages and gross value added (GVA) and there is a pressing need for regeneration. The poor use of key sites within Paignton and the relative decline from its former Victorian glory has been identified in various studies such as the Economic Development Strategy and Mayor’s Vision. There is a pressing need for regeneration with well designed and landscaped mixed use developments.
It is acknowledged that adapting to climate change and sea level rise will be vital considerations affecting Paignton’s future. It is considered more sustainable to promote development in town centre locations that will help town’s ongoing viability and help fund flood prevention measures. The alternative would be to allow long term decline and decay of coastal towns, whilst developing in less sustainable inland sprawl, which will have more serious environmental and social impacts. Nevertheless, the siting and use of development and flood protection measures will be vital considerations for Paignton.
In particular the Brief discusses regeneration opportunities in the following areas:
- Public realm improvements (including Torbay Road)
- Paignton Town Centre Development Cluster
- Crossways Shopping Centre, multi-storey car park and land off Dendy Road
- Station Lane
- Victoria Shopping Centre and multi-storey car park.
- Paignton Waterfront and Harbour Development Cluster
- Paignton Green Coastal Park
- Paignton Harbour Fish Works and multi-storey car park.
The Paignton Town Centre Brief was approved by Council on 25 March 2010 as interim planning policy.
The forthcoming Local Development Framework Core Strategy will promote the principles set out in the Brief further.
