Carbon Reduction Commitment (CRC)

The carbon reduction commitment (CRC) is a new emissions trading scheme for large non-energy intensive commercial and public sector organisations.
The government has proposed that state-funded schools (including academies) within Great Britain, will participate within the carbon reduction commitment scheme under the umbrella of their local authority.
Schools have an important role to play as models of good practice for their pupils and the communities in which they live.
Schools participation in the local authority carbon reduction commitment is an opportunity to work together to fulfil our duties in this mandatory scheme.
The emissions of each school must be covered by an allowance bought by its Local Authority. Schools have a statutory duty to provide reasonable assistance and gather all data which relates to their energy use and provide this each year to their Local Authority.

Frequently Asked Questions

Are suppliers legally obliged to send out an annual statement? And will there be a cost? (Will the AMR data website be able to give annual statements?)

Yes they are legally obliged, and at no cost at this time. We know of no plans to introduce a cost. Schools should request this as early as possible (late January/early Feb 2010) to be sure they receive it on time.

Will all meters be compatible with the AMR data website – for example if a school wanted to change supplier would they still be able to view their data present and historic?

The new Code of Practice 10 standardises AMR for the NHH electricity market making it simple to change suppliers. The gas market is still waiting a standard and while changing suppliers should not cause any problems it cannot be guaranteed at this time. The Council’s contract with British Gas runs to June 2013 and would provide stability.

Does the evidence pack definitely have to come back to the LA?

Yes, it must be sent back to the Local Authority as soon as it is received by the school to:

Is gas AMR the same as Electric?

In that half hourly demand data is available then yes. The way it is achieved may vary according to the installation and a meter change although unlikely cannot be ruled out.
