Local Area Agreements

Overview

A Local Area Agreement (LAA) is a three-year agreement between a local area and central government. The LAA describes how local priorities will be met by delivering local solutions. It also contributes to national priorities set out by the Government.  
The LAA allows services to be delivered in a more joined-up way by bringing together partners from the public, private and voluntary sectors. The LAA pools certain streams of funding into a single pot. This avoids duplicating effort and wasting money.

Why is Torbay negotiating a new LAA after one year?

The Local Government White Paper 'Strong and Prosperous Communities' published in October 2006 sets out fundamentally different arrangements for LAAs. The ambition is for LAAs to provide local authorities and partners with the flexibility and capacity to deliver the best solutions for their areas through a reformed relationship between central and local government.

Our new LAA

Our LAA has been developed and prepared by the Torbay Strategic Partnership on behalf of all of the residents of Torbay.
The ambition for Torbay’s LAA is to provide our partners with the flexibility and capacity to deliver the best solutions for our area. It is based on a stronger role for us to lead our communities, shape their areas and with other local service providers, innovate and respond to local needs.
The new LAA will run parallel with our Community Plan - “Turning the Tide”.  This is our 20 year ambition for Torbay and focuses on four key themes, these are:

What happens next?

Work will now begin to deliver on the challenging targets that we have signed up to.
