How to Complete a Tender
What kind of information will I be asked to provide?
The Tender will contain within it a requirement to provide certain information by which the supplier will be able to be judged as to whether it meets Torbay Council’s basic requirements. This information will be broken down in to various sections as follows:
- Grounds for mandatory rejection: which covers fraudulent acts and acts of corruption and bribery (amongst others)
- Grounds for discretionary rejection: which covers, for example, acts of grave misconduct, bankruptcy and criminal convictions
- Economic and Financial Standing: which covers financial accounts and insurances
- Technical and Professional Ability: which covers staffing and references
- Declaration: of truth and accuracy of the information provided.
Refer to the Pre Qualification Commercial Questionnaire document below for a list of the commercial questions asked .
Assuming that you successfully progress through this stage of the Tender, you will usually be required to submit responses to questions of a technical nature, that are specific to the Contract and usually covering aspects of the specification to ensure your compliance to them.
You will be asked for similar information and responses to questions for Quotation processes and where a Pre-Qualification Questionnaire is involved also.
Top Tips
Whichever procurement route or Tender process that Torbay Council follows, you should read the advertisement and procurement documentation carefully to ensure that your organisation is fully able to provide the Contract as specified in its entirety. Any clarification questions should be submitted as per the dates stipulated by the Council, as should your completed Quotations, Pre-Qualification Questionnaires and/or Tenders.
To ensure that your bid is evaluated positively, you must:
- Provide all the information requested
- Make sure that you answer all questions accurately
- Take account of any weightings that are applied to the questions in order to understand what are the important issues for Torbay Council
- Consider the marking guidelines and whether your response allows for the highest possible marks to be awarded in all cases.
