Electronic Tendering Process
The Council is changing its working methods in response to the government’s campaign to modernise local government by introducing the electronic exchange of procurement documentation.
Torbay use Pro Contract as their electronic tendering system, which is locally called Devon Tenders

In order to become a contractor to the Council you may be required to submit information on your company usually in the form of a pre-tender questionnaire or as part of an Invitation to Tender process. The type of information required may include all or some of the following:
·Basic company details;
·Financial information, including accounts;
·Details of insurance cover;
·Health and Safety practices;
·Business and management structure;
·Resources and staff training;
·Environmental issues;
·Equality policies;
·References
Contracts Register
To assist suppliers seeking opportunities to do business with the Council and Contracts Register is maintained. The register lists the contracts held with the Council, including their start and end dates which gives suppliers an indication of when the contracts are up for renewal. The tender process will start six months to a year before the contract end date, depending upon the complexity of the contract in order to have the new contract in place on time.
