- Provide support to the emergency services;
- Continue support and care for the local and wider community;
- Maintain normal services at an appropriate level to the unaffected part of the community
- Mitigate the effects of the emergency;
- Co-ordinate the response by organisations other than the emergency services;
- Take the lead role to facilitate the rehabilitation of the community and the restoration of the environment.

Torbay Council is represented on the Devon and Cornwall Local Resilience Forum (LRF). The LRF has developed Combined Agencies Emergency Response Protocols to assist agencies in planning the response to major incidents. The LRF has also developed a Community Risk Register to assess the risks within the LRF area. This is used to prioritise multi-agency emergency planning and can be viewed on the Local Resilience Forum website
Emergency Planning also promotes Business Continuity Management to the commercial sector and voluntary organisations.
Preparing for Emergencies
The Government has produced an information booklet 'Preparing for Emergencies - What you need to know'. It gives practical common sense advice on what to do in an emergency - for example, a fire, terrorist attack or natural disaster. Visit the Preparing for Emergencies website
for further information or to download a copy of the booklet. The council has produced and distributed a similar leaflet (see below).
